Clinton Street Project
Construction on the Clinton Street Project will begin in 2013. When construction begins, the project will cause some traffic detours and street closures. You will receive advance notice to help you plan for these disruptions. We will work closely with neighbors and local businesses to minimize impacts as best we can.
The Clinton Street Project, in the Hosford-Abernethy Neighborhood Development (HAND) and Richmond Neighborhood Association, is one of 35 project areas in the Tabor to the River basin. This project includes installing about 25 green stormwater facilities, adding two block of permeable paving, and 3,760 feeet of sewer pipes.
There will be construction from SE 20th Avenue to SE 40th Avenue, excluding Division Street, and from SE Caruthers Street to SE Woodward Street (see maps above). These neighborhoods have a combined sewer system, which mixes sewage from homes and businesses with stormwater runoff from streets in the same pipes. When it rains, the sewer fills to capacity and some of the sewage and stormwater mixture overflows to the Willamette River. Sewage also sometimes backs up into residential basements.
The Tabor to the River Program increases sewer system capacity by:
- Repairing old sewer pipes in danger of failing
- Replacing small pipes with larger diameter pipes
- Building new sewers and manholes
- Planting trees to reduce and slow stormwater flow
- Using green facilities to keep stormwater out of the sewer system
The city locates green stormwater management facilities where they are most effective and have the least impact on parking. The city considers street and planting strip widths, and the location of underground utilities, street trees and driveways when designing these projects.
Based on these site constraints, the city will build some green stormwater facilities in streets adjacent to curbs. The Clinton Street Project will remove an estimated 40 on-street parking spaces, spread across the project area. The city has notified property owners where stormwater facilities will remove parking. The maps above show proposed stormwater facility locations.
