SE Bybee and Glenwood Culvert Replacement

Sign up for email updatesConstruction begins soon on the final culvert replacement project along Crystal Springs Creek. Projects to date have replaced six of the nine culverts and removed one. Culverts at SE Bybee Boulevard and SE Glenwood Street are the last two that impede fish passage, especially for juvenile salmon and trout species, which rely on the cool, consistent flows of Crystal Springs Creek for rearing and spawning throughout the year.

Construction will begin in late June and will last through late October. Most of the work will take place during the in-water work window July 15 through August 31. 

Bybee-Glenwood Culvert Replacement project mapDuring construction, the city’s contractor will maintain auto, bike, and pedestrian traffic on Bybee Boulevard. Glenwood Street will be closed at SE 23rd. Construction will also close one of the off-ramps from SE McLoughlin Boulevard/Highway 99E.

Contractors will complete work on the Bybee culvert in two phases to allow the contractor to maintain traffic in both directions during construction.

Native vegetation planted at a later date during the planting season will shade the creek to protect water quality and provide food for salmon and other wildlife. Environmental Services is working to enhance conditions in the creek to benefit native fish and wildlife and to improve water quality.


What to Expect During Construction

  • Noise, Vibration and Dust: Construction creates noise, vibration and dust and disrupts normal neighborhood activity.
  • Work Hours: Typical work hours are 7:00 a.m. to 6:00 p.m. Monday through Friday, but the contractor may schedule work during the same hours on Saturdays.
  • Traffic Delays: Traffic control signs are in place. The contractor maintains local access, but you should expect delays.
  • Parking Restrictions: On-street parking in or near the work area may be limited. Please observe no parking signs.
  • Road Closures and lane restrictions: There will be road closures with local access being allowed and lane restrictions to detour traffic around the work site.
  • Equipment Storage: The contractor may store equipment and materials on nearby streets overnight.
  • Maintained Service: Sewer, water and other utilities will remain in service during construction.
  • A Safe Work Site: Please stay clear of all construction activities and keep children, pets and vehicles out of construction and equipment storage areas.
  • There will be periods of inactivity between construction phases.

  • A city inspector is on-site during work hours and may be able to assist you with construction concerns. Inspectors typically wear a hard hat and safety vest with “City of Portland” on the back.


Grants from Metro and the East Multnomah Soil & Water Conservation District contributed $170,000 toward construction of this project. The U.S. Fish and Wildlife Service contributed $50,000 toward project design.
