Vision
To create and implement a plan for equal access to housing; the Citywide Housing Strategy will ensure that the Portland Housing Bureau’s (PHB) investments and influence will serve the housing needs of all Portland residents.
Goals
Partners
PHB has teamed up with the Bureau of Planning and Sustainability (BPS), and tap into our internal and external experts on equity and fair housing to complement and leverage ongoing Portland Plan efforts.
Mapping
One's address is the primary determiner for their ability to achieve prosperity through access to community assets. Using a set of indicators, PHB created a series of maps detailing neighborhood-level access to amenities such as quality schools, transportation and healthy food. These maps a foundation for making decisions about where to invest and how to influence the housing market.
Engagement
PHB works with many nonprofit groups who build and maintain affordable homes for individuals and families who earn less than the median income. Through the Citywide Housing Strategy, we engage our partners to help us extend our reach into underserved communities. Focus groups from traditionally underrepresented communities help PHB verify mapping data, identify on-the-ground realities missed during the mapping exercise, and shape strategies for meeting demands going forward. A technical advisory committee of ten stakeholders and Portland Housing Advisory Commission members meet regularly to oversee the process and add creative insight.
Strategy
Based on data from the mapping exercise and collaboration with BPS on the Comprehensive Plan, PHB will draft strategies to direct our investments, align city resources and influence the housing market in five-, ten- and 25-year time frames.
