Jesse Beason, Committee Chair

Jesse Beason is the Executive Director of Proud Ground, and plays a leadership role in Oregon Opportunity Network. He has directed projects in both the Interstate and Lents Urban Renewal Areas. Jesse was also involved in Operation HOME, the city initiative to close the homeownership gap among communities of color.

Andrew Colas

Andrew Colas is a principal in Colas Construction, a member organization of the National Association of Minority Contractors (NAMCO), Oregon chapter.

Rey España

Rey España is the Housing Development Director of the Native American Youth and Family Center (NAYA). NAYA has both rental housing and homeownership programs, and provides a broad range of culturally-specific services to the urban Native community. Rey previously served as co-chair of the Bureau’s Budget Advisory Committee, and was also involved in Operation HOME.

Elisa Harrigan

Elisa Harrigan is the Executive Director of the Community Alliance of Tenants, a statewide, grassroots, tenant-controlled, tenant-rights organization that aims to educate, organize, and develop the leadership of low-income tenants to directly challenge unjust housing policies and practices. As a participant of PHB’s downpayment program for first-time homebuyers, Elisa is a staunch advocate for homeownership, particularly among communities of color. She also serves on the Fair Housing Advocacy Commission.

Deborah Imse, Executive Committee

Deborah Imse is the Executive Director of Multifamily NW, and represents owners of larger multi-family properties. She recently served on Commissioner Nick Fish’s Section 8 Task Force.

Marc Jolin, Executive Committee

Marc Jolin is the Executive Director of JOIN, and a recipient of the Lowenstein award for his work on homeless issues. Marc is co-chair of the Coordinating Committee to End Homelessness (CCEH). He previously served on the Housing and Community Development Commission’s Evaluation sub-committee, the group that develops the local proposal for federal homeless funding.

Christine Lau

Christine Lau is the Chief Operations Officer of the Asian Health and Service Center. A recognized leader in the Asian Pacific Islander community, she is actively involved in Multnomah County’s ground-breaking health equity initiative. She also participated in the City of Beaverton visioning process around the issues of public health, transportation, and housing and minority business contracting.

Carter MacNichol

Carter MacNichol is a principal in Shiels Obletz Johnsen, Inc., a local real estate development and project management firm. He has played a role in some unique in-fill projects, including the Madison Office Condominiums, Belmont Dairy, Belmont Dairy Rowhouses, Museum Place and the Hollywood Library/ Bookmark Apartments. He also currently serves as the project manager of construction for the Portland Streetcar project.

Carmen Rubio

Carmen Rubio is the Executive Director of the Latino Network, a nonprofit focused on the issues of low-income Latinos. During her tenure as Senior Policy Advisor to Commissioner Fish, she worked on policy areas around homelessness, public safety, and minority contracting.

Shannon Singleton

Shannon Singleton is a program manager at Royal Palm, a transitional housing facility for people experiencing homelessness. Operated by Cascadia Behavioral Healthcare, Royal Palm serves people struggling with mental illness, most of whom are extremely low income. She also serves as program manager for the Street Outreach team and the clinical program at Bud Clark Commons. Previously, Shannon served as director of the Salvation Army Female Emergency Shelter. She is the co-chair of the Coordinating Committee for Ending Homelessness (CCEH).

Sarah Zahn

Sarah Zahn is the Director of Housing for Human Solutions, which provides low-income housing and anti-poverty services to all of Multnomah County. In addition to eviction prevention, re-housing for homeless families, job skills training, and other services, Human Solutions owns and operates more than 600 apartment units. Sarah is also a member of the Fair Housing Advocacy Committee, Oregon Opportunity Network, and CREW Network.
