Portland City Council has temporarily extended pre-Senate Bill 716 parking privileges to regular (nonwheelchair-user) state disabled parking placard holders until June 30, 2013, while the Task Force continues its work.

While this temporary extension is in place on City of Portland streets, vehicles with a valid and properly displayed state disabled parking placard may park on the street in otherwise unrestricted timed or metered zones of 30 minutes or more without fee or time limit.

The Disabled Parking Task Force met from February 2008 to March 2009 to make recommendations to the Portland City Council on a response to Oregon State Senate Bill 716. Specifically, Section 7 of this bill amends ORS 811.635. Subsection 2 changes the permit from a "disabled person" placard or decal to a "wheelchair user" placard or decal, and subsection 3 grants local control over subsection 2 to Oregon cities and counties.  Portland City Council extended parking privileges to regular placard holders temporarily while the Task Force did its work.

The Task Force finalized its recommendations and presented the Report to City Council on June 3, 2009.  Council subsequently approved extending the privileges of parking on-street without time limit or fee with a valid disabled parking permit for the two-year pilot program.  Click here to see the report.

Senate Bill 937 was passed in June by the 2009 Oregon State Legislature.  This bill requires a recent medical certifier's signature and license number on renewal applications and should help curb abuse.  See the bill:  http://www.leg.state.or.us/09reg/measpdf/sb0900.dir/sb0937.en.pdf
