Moratorium Map 

Each year, during the holiday season and again during the Rose Festival activities, Portland's Bureau of Transportation limits routine work that requires opening, closing, or blocking of any roadway, on street parking or sidewalk in the core area and principle streets as identified on the moratorium map below.

Work in the sidewalk or roadway necessitated by special conditions must be approved by the Bureau of Transportation and in most cases reviewed by the moratorium committee members before authorization by permit or agreement will be issued.
