Planning Process

Most recently, on December 12, 2012 City Council adopted the Northwest District Parking Management Plan. Council documents include Ordinance 185805Exhibit A and Resolution 36984.

Prior to adoption of the plan, on October 21, 2009 City Council took action to address the parking challenges in the Northwest District by adopting Resolution No. 36744. The Resolution directed the Bureau of Transportation to "bring an ordinance to City Council... that would create a meter and permit district, establish a meter fee, and create a Northwest Portland Transportation and Parking Management Association with an approved revenue allocation plan, pursuant to the Northwest Parking Plan adopted in 2003."

Following the adoption of the resolution, Mayor Sam Adams convened a Stakeholder Advisory Committee, which was responsible for guiding the development of Northwest District Parking Plan. This process began with an analysis of economic indicators to ensure that the implementation of new parking management measures would not have a detrimental impact on economic vitality or community livability.
