8810-01   Sewer Safety Net Program Records

Series is used to maintain records on loans made to individuals to cover the cost of the sewer hook up. Records include loan application, loan agreements and supportive loan information. Note: Some records contained in these files may be exempt from disclosure under ORS 192.501 through 192.502. Consult your agency's legal counsel for assistance before releasing information.

8810-02   Safety Net Database

Series is used as an index to the safety net loan records and to reconcile information with Assessments and Liens Division of the Auditor's Office. Record includes loan information, income level of borrower, borrower's age, loan end date, household size, sewer connection information and name of project.

8810-03   Sewer Connections Database

Series is used to document properties and sewer connection information. Series is created to document when a connection was made or deferral information. Record includes ownership data, legal description of property, property address, connect date, deferral information (if any), and other information about connection. SEWPER is a view of this database.

8810-04   Customer Concerns Tracking System (CCTS) Records

Series is used to track customer concerns about issues related to the Mid County Sewer Project. Series is created to assure that customer concerns are addressed. Records include copies of correspondence, investigations, field reports, maps, etc. Records may include concerns about financing, construction or connections.

Note: Some records contained in these files may be exempt from disclosure under ORS 192.501 through 192.502. Consult your agency's legal counsel for assistance before releasing information.

Retention: Payoff of all loans plus 3 years. Last loan is scheduled to be paid off in 2025.

8810-05 Window of Savings Program Records

Series is used to document that mailings during the Window of Savings period (June 1992-December 1993) were sent to property owners. Series is created to assure that property owners qualified for the Window of Savings program. Records include copies of mailings, copies of returned mail, certified mail receipts, statements of eligibility and other related records.

Retention: 3 years after all payments have been made. Last payments scheduled to be made in 2025.

8810-06 Private Plumbing Loan Program Records

Series is created to document loans to pay for private plumbing costs associated with sewer connection. Records include loan data, qualifying information, title searches, correspondence, fund release authorizations and other related data.

8810-07 Connection Enforcement Records

Series is created to document activity taken to show mandatory sewer connection. Series is used to track efforts to ensure that property owner receives due process as defined in City Code 17.33. Records may include posting notices, correspondence, legal documents, code hearings records, court records, financial account information, enforcement costs, penalties and fines, etc.

Retention: Lien payoff plus 6 years.
