Portland's Public Works Permit Process
STEP 1 – Public Works Inquiry and Project Scope
On July 1, 2013, the city began offering a more integrated set of options for development early assistance, so customers do not have to sign up for multiple meetings to get information about their project from relevant bureaus. As part of these changes, the Public Works Inquiry is only available for projects with 1-2 housing units and no anticipated Land Use reviews or Property Line Adjustments. Early Assistance options that include BDS Planning and Zoning as well as Public Works staff will be available for all other projects. A summary of the Early Assistance options and costs is included below.
In addition, all Early Assistance and Public Works Inquiries will use the same application form, available for download on the Portland Bureau of Development Services website. The form is accepted in the Development Services Center on the 1st floor at 1900 SW 4th Ave. Please note that PW Inquiry applications are no longer accepted on the 5th floor.
