Charter Amendment Requiring City Auditor Be A Certified Public Accountant
QUESTION: Shall the qualification requirement for the Portland City Auditor be changed from "expert accountant" to that of "Certified Public Accountant"?
PURPOSE AND EXPLANATION OF CHARTER AMENDMENT: This Charter amendment would require that the City Auditor, or a candidate for the office of City Auditor, be a Certified Public Accountant. The present City Charter provision requires that the City Auditor be an "expert accountant," which is ambiguous and confusing and does not provide any standard for determining competency. Approval of this amendment would require that the City Auditor be a Certified Public Accountant who has passed a national competency examination.
