Upon receiving input and feedback, the bureau will analyze and implement necessary changes and improvements to our services and programs, where possible. August 11, 2014. The Bureau of Development Services (BDS) is providing this update to our customers regarding a new code interpretation issued by the State of Oregon Building Codes Division, (BCD) on July 3, 2014. This code interpretation clarifies the requirements for protection of elevator hoist way openings into fire rated corridors. The new interpretation makes it clear that smoke protection is required at these openings. In conformance with the new BCD code interpretation, BDS will now be requiring that elevator doors that open into a fire rated corridor be equipped with smoke protection, such as a smoke curtain or additional swinging hoist way door, in accordance with this interpretation.

The Bureau of Development Services has announced a search for interested citizens to fill upcoming vacancies on the City of Portland Design Commission.
August 7, 2014. The Bureau of Development Services has announced a search for interested citizens to fill upcoming vacancies on the City of Portland Design Commission.
The Design Commission hears proposals for large scale infill and new development proposals in the Central City Plan District and the Gateway Regional Center. The Commission also reviews appeals of smaller scale proposals and alterations to existing structures in design-overlay zones throughout the City. The Commission meets the 1st and 3rd Thursdays of every month, during normal business hours. Please note: due to the busy development period the City is experiencing, Commission hearings often extend into evening hours, as well as extra hearing dates needing to be scheduled. Commissioners are expected to stay for the full hearing.
Commission members serve four-year terms and may be re-appointed. The Commission consists of seven members, none of whom may hold public elective office. The Commission must include a representative of the Regional Arts and Culture Council, one person representing the public at-large, and five members experienced in either design, engineering, financing, construction or management of buildings, and land development. No more than two members may be appointed from any one of these areas of expertise.
Currently, one position is coming available and falls within the “design, engineering, financing, construction or management of buildings, and land development” category. Other positions may also come available in the future, so please apply if interested in other categories. We are looking to have the position filled as early as October 1, 2014, but no later than December 31, 2014.
Applications should be submitted to the Office of Neighborhood Involvement with a cover letter describing the applicant’s interest, background and experience, or a resume. Applications should be submitted by September 15, 2014.

The Bureau of Development Services has had many inquiries about the removal of a large cedar tree near the north property line of 6208 NE 22nd Avenue. The following permits and land use actions are in process for this site:
14-175854 PR: is a Lot Confirmation that is under review. The applicant proposes to confirm Lot 35, which is one of the originally platted lots in Block 9, Irvington Park subdivision. When the Lot Confirmation is completed, Lot 35 will be a separate building site that is eligible for new development.
14-186399 RS: is a building permit under review for a new single family residence that will be located on Lot 35 when the Lot Confirmation process has been completed. The cedar tree is proposed for removal to make room on this lot for the new home.
14-185369 RS, Rev 01: is a demolition permit that has been issued to remove the detached garage from the site. The cedar tree will also be removed as part of the work approved in this demolition permit.
There are no current City regulations that prevent the removal of the tree in this circumstance, and no tree cutting permit is required since the tree removal is shown on the approved demolition plan.
The tree is not a “Heritage Tree,” which is a program designed to protect trees that have been designated as significant through a process administered by the Urban Forestry Division of Portland Parks. July 30, 2014 the Portland City Council unanimously adopted new regulations to the City's Zoning Code providing a new permitting process for short-term rentals of one or two bedrooms within a single family home. A summary of the Zoning Code amendments, and detailed information about the new rules going into effect on August 29, 2014, can be viewed in the Bureau of Planning and Stainability’s Summary of RICAP 6 Accessory Short-term Rentals Proposed Regulations document and Accessory Short-term Rentals Code Amendment Package.
The Bureau of Development Services is responsible for administration of the City’s Zoning Code and is currently finalizing the permitting processes and public information for the new rules. A webpage with information on the Accessory Short Term Rental Program will be available within the next three weeks.
