The SEAO Board of Directors would like to recognize David Nilles and Eric Thomas of the City of Portland Bureau of Development Services as the December Members of the Month. The State of Oregon recently decided to adopt the 2006 International Existing Building Code (IEBC) as an alternate methodology to chapter 34 of the 2007 Oregon Structural Specialty Code.
The SEAO vintage building committee examined the 2006 IEBC and found that upgrade triggers were often not reached even with significant changes of occupancies. The vintage building committee was then charged by the SEAO board to provide suggested code language amendments to the 2006 IEBC and the reasons behind the proposed amendments.
In a very short turn around time (about three days) David and Eric compiled information from other states and proposed amendments for the 2009 IEBC. They then summarized this in a letter from SEAO to be presented to the State Structures Board. The amendments will remove many contradictions, omissions and loopholes that exist in the unamended 2006 IEBC. The State did adopt the 2006 IEBC with SEAO's proposed amendments.
David and Eric are both structural plan reviewers for the City of Portland. David earned a BSCE from the University of Portland and a MSCE from Stanford University. Eric received his BSCE from Oregon State University and his MSCE from the University of Washington. Eric is a past board member and David has served on the young members committed.
SEAO is sincerely grateful of the effort David and Eric contributed into SEAO's proposal to the State Structure's board regarding the adoption of the 2006 IEBC. In recognition of these efforts, David and Eric will receive a certificate of appreciation and a complimentary dinner.
