The Bureau of Planning and Sustainability (BPS) has revised the Pre-Construction Recycling Plan Form that general contractors or property owners receive after issuance of a building permit. The form has been revised to be a more informative, timely and user-friendly product. It will be a postage-paid self-mailer which should make returning it even easier than the previous form. Who must complete the revised form?
The revised form, now known as the Construction and Demolition Debris Management Form, will soon be distributed at permit application for all building projects regardless of value. Owners or general contractors of building projects equal to or greater than $50,000 (including both demolition and construction phases) will still be required to complete and return the form. However, completing and returning the form will be optional for building projects less than $50,000.
What are the requirements for all projects, regardless of project value?
All building projects, regardless of value, must meet the following requirements on their job site:
- Provide a trash receptacle on the jobsite for disposal of food waste (e.g., lunch waste) to prevent contamination of recyclables.
- Clearly label all recycling containers on the jobsite regarding acceptable materials.
The Portland Bureau of Planning and Sustainability promotes responsible management of debris generated by construction and demolition (C&D) activities. Reducing, reusing and recycling C&D debris keeps valuable resources out of the landfill and helps achieve Portland’s waste recovery and reduction goals.
