The Information Technology Advancement Project (ITAP) is the City’s technology initiative to move the City's development review process to a paperless system. The paperless process will allow online access to the City bureaus' permitting and case services.
In early October, the ITAP Request for Proposal (RFP) process was completed. The ITAP Proposal Review Committee awarded Sierra Systems the highest total points out of the top three vendors, per the RFP scoring system. Sierra Systems proposed a solid combination of proven software products and implementation services. The core software systems - Hansen Information Systems, the permit/case tracking system, and the digital plan review software, Avolve ProjectDox - were demonstrated to meet our business needs and provide a high level of functionality. Equally important, Sierra Systems demonstrated a keen understanding of our complex project needs, and articulated a well thought-out and thorough project management approach.
Contract negotiation with Sierra Systems is projected to begin in December. A City contract negotiation team has been established and is currently preparing for the negotiation process. Contract negotiations are tentatively scheduled to occur over a period of approximately four months.
ITAP Customer Advisory Committee
The ITAP Customer Advisory Committee is a citizen advisory committee, comprised of approximately 12 members who represent a variety of interests. The committee helps the ITAP Team identify any issues with current business processes that may be corrected in the new permit system or that can be addressed prior to system implementation. The Committee also contributes in other ways to the success of ITAP, by providing the ITAP Team with feedback and input on the project as it moves forward.
