BDS submitted its fiscal year (FY) 2013-14 Requested Budget and updated 5-Year Financial Plan on February 4th. These documents provide updates on the bureau’s financial situation and strategic direction.
As in past years, we sought input on our budget decisions from several sources, including employees and stakeholder groups such as the Development Review Advisory Committee. A wide variety of suggestions were submitted on ways to enhance services, improve efficiency, and better harness technology resources. We also met five times with our Budget Advisory Committee (BAC), which was composed of stakeholders, community members, and BDS staff. The BAC met from late October through the end of January. Our Requested Budget has been endorsed by both the DRAC and our BAC.
Our Requested Budget reflects our commitment to provide excellent programs and services while operating in a fiscally responsible manner.
Since 2011, permit revenues have been gradually recovering and have allowed us to rebuild our financial reserves and slowly add back staff that were previously laid off. Staff have been strategically added to high-priority programs where workloads have increased and service levels remain below standards expected by our customers.
We added 26.6 FTE to our building code programs in FY 2012-13 and are proposing to add 14 more FTE in FY 2013-14. If these positions are approved, we will continue our practice of filling positions only when the revenues to support them are available and only where the workload remains high.
City Council held an initial work session on our Requested Budget on Wednesday, February 20th. Upcoming steps in the budget process include:
- March 11 – City Budget Office gives its recommendations regarding BDS’s budget to City Council
- May 1– Mayor Hales releases his Proposed Budget decisions
- May 16 – City Council holds public hearing on budget
- June 20 – Council adopts the final budget
- July 1 – FY 2013-14 budget goes into effect
