Review of RF Facilities

A Commercial Building Permit is required for RF facilities and is reviewed by several divisions of the Bureau of Development Services (BDS).

Zoning Code: The Land Use Services Division of the Bureau of Development Services (BDS) reviews RF facilities for compliance with Zoning Code regulations. The purpose of these regulations is to create a balance between preserving the opportunity for continued and growing service from RF industries, while protecting the health and safety of citizens and preserving the quality of living in residential areas that are in close proximity to these facilities. RF Zoning Code regulations are contained within Chapter 33.274.

For certain sites or proposals, a Land Use Review is required prior to submittal of the building permit application. For example, if the site is within a historic district, Historic Resource Review may be required. If the site is within a residential zone, a Conditional Use Review may be required. Building Code: The Structural and Life Safety Divisions of BDS review RF facilities for conformance with structural requirements to ensure viability, accessibility, and safety of the facilities and adjacent buildings and structures. Building and structural design must meet the requirements of the Oregon Structural Specialty Code. Towers and antenna supporting structures may be designed per the requirements of the “Structural Standards forSteelAntennaTowers and Antenna Supporting Structures”, latest revision – EIA/TIA-222 as published by the Electronic Industries Association. Note about Water Towers: In addition to the above, the Portland Water Bureau reviews permits for RF facilities on City-owned Water Towers that are not located within public right-of-way.
