The project team uses an iterative and incremental approach to design, build, and test the new permitting system. The team works on designing and building two groups of permit types simultaneously by breaking into two teams, each consisting of City employees and Team Sierra people. First, the City and Team Sierra work together to document the City’s requirements. To gather information for those requirements, Team Sierra holds analysis sessions with subject matter experts from the workgroups involved with the particular application/permit type of that iteration. Then, Sierra configures the software based on those requirements, while the City develops test scripts to be used for confirming the configurations meet the City’s needs. Finally, the City and Team Sierra work together to test the resulting product to assure it works as intended.
