Large multi year software system upgrade projects require comprehensive project management to ensure that timelines, costs and functionality are maintained. ITAP includes a high level of work flow complexity and diverse stakeholders crossing bureaus and jurisdictions. The project governance is based on the best practices outlined in the Project Management Institute’s Project Management Body of Knowledge.
The ITAP team relies on the project management plan and detailed project schedule to maintain the project schedule, scope and budget. These two documents are the primary project governance documents.
Leadership: The ITAP Project Manager, Subject Matter Expert Lead, BDS Technology Manager, and BTS Manager/Liaison provide day-to-day leadership.
Oversight and Public Involvement:
- Executive Oversight: The Bureau of Development Services Director, Paul Scarlett, is the Executive Sponsor of the project.
- Steering Committee Oversight: The ITAP Division Managers group, which includes BDS and Interagency bureau managers, serves as a steering committee for the project.
- Public Oversight: The City of Portland’s Technology Oversight Committee, an independent citizen advisory committee, receives regular reports by an autonomous Quality Assurance contractor assigned to ITAP.
- Public Involvement: The ITAP Customer Advisory Committee is a citizen advisory committee representing a range of the City’s permitting customer interests. Membership consists of building contractors and trades people; architects and engineers; and neighborhood association members. This group will provide input on the citizen web portal and application submittal process for the new system as well as changes to business practices.
