As the local economy and associated building activity continues to grow, the Bureau of Development Services (BDS) has been able to regain a level of financial stability. Nearly all programs are at cost recovery, program reserves are rebuilding, and the near term work load projections reflect continued growth. As a result of this positive forecast, BDS permit fee rates will remain at current levels for FY 2014-15. The only exception is the Environmental Soils Program which continues to address historic low cost recovery and deficit issues.
As noted in this month’s article regarding expanded hours for the Development Services Center (DSC) BDS’ stable financial situation has allowed a gradual adding of staff and DSC hours of operation to keep up with the growth in workload generated by increased construction activity.
BDS permit fees are calculated using project valuation and a specific rate structure. The permit valuation methodology is mandated by the State of Oregon in OAR 918-050-0100. Structural permit fees for new construction and additions are calculated using the ICC Building Valuation Data Table which is updated annually.
