2015 Fall Budget Monitoring Process (BMP)
At various times during the year, the City provides opportunitites for bureaus to make adjustments to their current fiscal year budgets. BDS has sometimes used these Budget Monitoring Processes (BMPs) to add positions quickly in response to changes in workload, rather than having to wait until the City’s annual budget development process.
For the Fall 2015 BMP, BDS requested:
- Adding 5 fee-supported positions; one in Plan Review/Permitting Services, two in Inspection Services, and one in Administrative Services.
- Adding General Fund support for one position in BDS’s Neighborhood Inspections Team to help expand the Extremely Distressed Properties Enforcement Program (EDPEP);
- Adding $100,000 in nuisance abatement funds (General Fund monies).
The City Budget Office recommended that the City Council approve the fee-supported positions, but not the General Fund-supported position and nuisance funds. The City Council held a work session on City’s Fall BMP requests on October 27, 2015. The Fall BMP was heard by Council on November 4, 2015, and continued to November 12, 2015 for vote.
Fiscal Year (FY) 2016-17 Budget
BDS budget staff are already engaged in planning for development of the bureau’s Requested Budget for fiscal year (FY) 2016-17 (July 2016 – June 2017).
On October 29, 2015, we held the first meeting of the BDS Budget Advisory Committee (BAC). The BAC is composed of customers, stakeholders, community members, and BDS staff, and will provide important input and feedback regarding BDS’s budget decisions. The BAC is scheduled to meet 5 times, completing its work in late January 2016. BAC meetings will be open to the public, and BDS welcomes participation by any interested parties.
