Bureau of Development Services Building Permit Intake Options

As anyone who has been to the Development Service Center (DSC) knows, customer counts have been up over the last several months. In addition to hiring additional staff to help with this growing workload, BDS would like to highlight two permit intake options that offer a shorter duration to your next DSC visit. 

“Straight to Intake” Waiver Available in the Permit Center

BDS has revisited the Straight to Intake process, updated the Intake Waiver form, and now have it available at First and Second Screen in the DSC.   An applicant can complete a waiver form to bypass the Life Safety review prior to permit submittal. Applicants requesting Straight to Intake will see Planning and Zoning and Second Screen for permit set up. After permit set up, the Applicant will pay the permit intake fees and drop their permit submittal in the basket next to the cashier. The submittals will be screened for completeness by a Permitting Services technician within 48 hours. Minimum submittal requirements and support documents would need to be updated/provided prior to plan distribution to review staff.  Any missing materials determined necessary by the reviewers will be requested via a preliminary checksheet. NSFR Submittal and Review Processes

There are two options for applying for one or two dwelling unit projects:  you can submit your plans through the NSFR Submittal and Review Process in the DSC during business hours, or if you have permitted a NSFR within the City of Portland in the past 12 months, you can drop off your plans and go. NSFR drop off submittals will be accepted in Permitting Services located on the 2nd floor of the 1900 SW Fourth Building. Current hours of operation are MTWF 8:00 to 3:00 PM, TH 8:00 to Noon. Applicants will be notified within one week, by email, regarding the status of their submittal. If deemed complete, intake fees will be calculated and communicated. If the application is incomplete, missing information will be identified and communicated.  

For a well prepared applicant these processes should provide relief for the lengthening DSC wait times being experienced by customers.
