Portland Housing Bureau Construction Excise Tax Effective August 1, 2016

June 30, 2016. City Council passed the Portland Housing Bureau’s recommended Construction Excise Tax and the City has identified that the Construction Excise Tax (CET) will be implemented on August 1, 2016. The Bureau of Development Services (BDS) determines when building permit applications are complete for purposes of assessing the tax. 

BDS will apply its standard, existing criteria for determining a complete application. The information required for a project to be deemed complete is dependent upon permit type.  Information regarding general Commercial and One & Two Family requirements are listed below. Additional details can be found on the BDS website and minimum submittal requirements for various types of projects are available in the Development Services Center (DSC) and online under specific project types. Since every project is unique, there may be some situations where the applicant will be asked to provide additional information. The application is deemed complete once all code specific screening is finished and when BDS receives the associated plan review fees, which must be received on or before July 29, 2016 in order not to incur the CET. Be sure to check the Permit Center hours and please plan ahead and submit your complete permit application early. 

Even though, each project can be different, an application is generally considered complete after the following requirements are fulfilled (see referenced checklists for more detail).  Acceptance of any application is subject to the proposal being in compliance with current zoning, building and/or other local code requirements. 

Commercial Projects includes:

One and Two Family Projects includes:

  • Four (4) copies of Site, Architectural, and Structural Drawings for the area of proposed work and areas affected by such work.
  • Structural Calculations—Two (2) set prepared and stamped by the architect or engineer of record for the work covered
  • Soils Report if lot slope exceeds 20%
  • Residential Water Service Application
  • Tree preservation standards apply to projects with ground disturbance activity if the lot is 5,000 square feet or greater
