Permit Processing Flowchart

Plans that are not simple enough to be issued ‘over the counter’ are taken in for routing and review. To have your project reviewed, bring your completed permit application, plans including additional materials, and required fees to the Development Services Center. When review fees are paid, your project application status is changed to “Under Review,” and within 1-2 working days your plans are assigned to review groups. Depending on your project, plans will be reviewed by various city bureaus. Types of reviews include planning and zoning, structural and fire. The assigned reviewers check to see that your proposal is in compliance with the specific code or regulation. If the proposal is complete, the reviewer will sign off and the proposal will move to the next review group (see step 3). If the reviewer needs additional information or has identified corrections to the proposal, they will request this information from you in writing in the form of a checksheet (see step 2a.) When the last technical review is approved, your permit will be pre issued. You will be notified that your permit is ready, and of your final fee total. You may pick up your permit between 7:30 am-3:00 pm Monday- Friday at Permitting Services, located on the 2nd floor of the 1900 Building located at 1900 SW 4th Avenue, Portland, OR. A checksheet is sent when a reviewer needs additional information or a correction needs to be made to the plans. Once the reviewer sends a checksheet, they take no further action until you provide a response to the checksheet. Once you receive a checksheet and have gathered the additional information or made the corrections, bring the plans information to the Development Services Center. Complete and timely responses will speed both the re-review of the project. If the checksheet response is in compliance, the reviewer will sign off and the proposal will move to the next review group (see step 3). If the reviewer needs additional information or has identified corrections to the proposal, they will request this information from you in writing in another checksheet (return to steps 2a and 2b). When you pick up your permit, you will receive an orange (residential) or yellow (commercial) inspection card listing all of the inspections you will need during construction. When all of your inspections are approved, you will receive a final inspection and your project is complete.

Bureau of Development Services
Permitting Services
This group is responsible for property addressing, plan maintenance & storage, status checks, permit set-up, residential process management and permit issuing. For more information call (503) 823-7357.
 
Planning & Zoning Review
Review of one and two-family residential plans and commercial plans for compliance with zoning requirements such as environmental zones, design standards, non-conforming upgrades, conditions of land use decisions, landscaping standards, building coverage, height, and setbacks. Life Safety Review
This group is responsible for reviewing residential and commercial building plan review, and general information on, fire/life safety, energy conservation, accessibility, and related building and code issues. For more information please call (503) 823-7310.
 
Structural Review
This group is responsible for the structural review of residential and commercial building permits. For more information please call (503) 823-7310.
 
Site Development, Erosion Control, & Environmental Soils
This group provides geo-technical and site development plan review for residential, commercial, manufactured homes (on individual lots), and site development permits for grading, private streets, erosion control, and land use for subdivisions, in addition to floodplain and erosion control plan review. Electrical, Mechanical, Plumbing and Sign (Trade) Permits
This group is responsible for over the counter plumbing, electrical, mechanical, signs, sewer connection & repair permits. For more information please call (503) 823-7363.
 
Bureau of Environmental Services (BES)
Development Services Group
This group provides residential and commercial plan reviews (includes grading permits, additions, alterations, parking lots, tenant improvements, etc.) for sanitary connections, and stormwater management. For more information please call (503) 823-7761.
 
Pollution Prevention Group/Source Control Division
This group reviews building plans and development projects for pollution source controls to meet environmental compliance standards for stormwater and sanitary discharges. For more information please call (503) 823-7122.
 
Bureau of Fire, Rescue, & Emergency Services
Fire Review Group
Review of all building permits requiring fire & life safety review, rack permits, site permits other than 1 & 2 family, and in R3 zones identified as having inadequate water supply. For more information please call (503) 823-3802.

Urban Forestry / Tree Inspections
This group reviews and inspects commercial and residential permits and properties for compliance with street tree requirements. For more information please call (503) 823-4489.
