The Portland Watershed Management Plan guides efforts to improve watershed function as detailed in the Framework for Integrated Management of Watershed and River Health. The plan describes the health of our watersheds, offers preferred strategies and actions for protection and improvement, uses the best available science, helps the City of Portland meet state and federal regulatory requirements, and integrates the work of several city bureaus in developing a cost-effective, comprehensive approach to improving our urban watersheds.
The Watershed Management Plan establishes an on-going environmental management system to allow the city to adapt as we learn more, and improve the quality of life for Portland citizens.
The Willamette Watershed Characterization Report was the first step in developing the Portland Watershed Management Plan. The report describes the historic and current conditions on three different scales:
Conditions across the entire Willamette Watershed plan area
Conditions in the Willamette River channel and riparian area
