This program supports construction of green street facilities in the City of Portland that manage stormwater, enhance livability, and provide other environmental benefits.
- The project must be within City of Portland jurisdiction.
- Funds are available for green street facility projects in the public right-of-way or on private property, but must treat stormwater from the public right-of-way.
- Green street swales, curb extensions, planters, vegetated infiltration basins, porous paving or other facility types defined by the Sustainable Stormwater Management Program are eligible.
- Funds may not be used on a project to meet Stormwater Management Manual requirements, but may be used to go above and beyond the requirements. New and retrofit projects that do not trigger the Stormwater Management Manual are eligible.
- For a project that manages stormwater runoff from both the public right-of-way and private property, % for Green funds are available only for the portion of the project that manages stormwater runoff from the right-of-way.
- Projects must be well conceived and meet environmental regulatory guidelines.
- There is not a maximum amount awarded per project.
- If a project manages stormwater runoff from both private and public property, funding is based only on the percentage of stormwater managed from the public right-of-way.
- Applicants may spend % for Green funds on design, construction and materials.
- The applicant has 24 months to secure full funding and construct the project.
- The applicant must return the % for Green funds if funding for complete project construction is not secured within 24 months.
- A 10% funding match may be required for your project.
Successful projects don't need to meet all the criteria listed below, but should meet a significant number of them. A successful project will:
- Address an identified watershed or infrastructure system need (i.e., pollutant loading, flow control)
- Provide multiple environmental benefits (i.e., create habitat, recharge groundwater, reduce heat island effect, sequester carbon, improve air quality, connect habitat areas, etc.)
- Provide multiple community benefits (i.e., enhance pedestrian safety and circulation, enhance bicycle safety and circulation, calm traffic, provide or enhance a community amenity, bring community members together for design or installation, connect parks and other facilities, provide public education, etc.)
- Have multiple partners, matching dollars, community involvement with nearby organizations and other resources (volunteers, outreach, education)
- Include diverse employment, job training, and/or education opportunities in project design or construction (e.g. a project includes partnerships with pre-apprenticeship programs such as Oregon Tradeswomen, Portland Youth Builders, or Constructing Hope)
- Include certified minority-owned and/or women-owned businesses in project design or construction
- Test innovative new designs and technology
- Have high visibility and/or educational value
The deadlines for submitting an application are May 1 and November 1. A review committee evaluates applications and makes recommendations to the Bureau of Environmental Services Director for final approval.
Staff from the Portland bureaus of Environmental Services, Planning and Sustainability, Transportation and Water; and the Portland Development Commission and the Stormwater Advisory Committee make up the review committee.
