The City of Portland worked with the community to develop a green street project on SE Clay Street from the Willamette River to SE 12th Avenue. The SE Clay Green Street Project will give inner east side Portland residents improved and safer connections to the Willamette River, and an urban greenway through the Central Eastside Industrial District.
The goal of the SE Clay Green Street project is to improve reliable sewer service through stormwater management measures, maintain freight and business activities, enhance pedestrian and bicycle access to the Willamette River, and advance watershed health goals.
Construction should start in July 2013.
The city worked with neighborhood residents, business district representatives, and pedestrian and bicycle advocates in planning the project. Public outreach and stakeholder interviews began in November 2007, followed by community events and brainstorming. Environmental Services held a final public open house in spring 2009. The city completed a final report (22.7 MB PDF) in December 2009 detailing the process and completed the final community design plan in April 2010.
Environmental Services worked with artist Linda Wysong and the community to develop a design plan that creates a unique identity and recognizes the history of the area for the route along SE Clay Street from SE Water Avenue to SE 12th. In April 2007, a private developer constructed the River East Center at the intersection of SE Clay Street and the Willamette River waterfront. The River East redevelopment serves as a pedestrian gateway to the esplanade and incorporates vegetated stormwater planters and swales.
In February 2008, the city constructed a Green Street at SE 12th and Clay to provide sustainable stormwater management and enhance the 12th Avenue pedestrian crossing. The city and Portland Community College (PCC) have worked together and have installed another sustainable stormwater project at the corner of SE Clay Street and SE Water Avenue.
