A facilities plan is a document the Oregon Department of Environmental Quality (DEQ) often requires during a wastewater discharge permit renewal process. Environmental Services developed the current TCWTP Facilities Plan when the DEQ renewed the TCWTP Waste Discharge Permit in 1999. Environmental Services has applied for renewal of the TCWTP Waste Discharge Permit and is updating the 1999 Facilities Plan to support that permit renewal process.
The purpose of a facilities plan is to identify wastewater facilities that will reliably meet discharge permit requirements. The updated facilities plan will identify future capital improvement projects at the Tryon Creek Wastewter Treatment Plant.
Land uses in the Foothills area around the plant may change in the future. The updated Facilities Plan will provide an ongoing framework for the plant to continue to be a good neighbor.
The City of Lake Oswego is developing a master plan for the Foothills District which includes the property where the Tryon Creek plant is located.

The decision-making body for the TCWTP Facilities Plan update is an Oversight Committee which consists of the Lake Oswego Mayor and City Manager, and the Commissioner in charge and the Director of Portland's Bureau of Environmental Services.
A 10-member Citizens Advisory Committee (CAC) is advising the Oversight Committee and the Facilities Plan update project team. Lake Oswego and Environmental Services each appointed five members to serve on the CAC. The CAC has developed a Facilities Plan Vision and Guiding Principles document to guide the work.
During the Facilities Plan update process, Environmental Services and the City of Lake Oswego will invite the public to two open houses to provide feedback on the project.
