Stormwater Charges in Drainage Districts

Stormwater Fee Changes for Drainage District Customers

The Portland City Council adopted Ordinance #185610 On September 12, 2012 directing the Bureau of Environmental Services (BES) to start directly billing drainage district customers for stormwater management services effective July 1, 2013.

The ordinance directs BES to phase in stormwater management charges over four years starting with 25% of the approved charge beginning July 1, 2013. The rate will increase 25% every year on July 1 until drainage district customers are paying 100% of the off-site stormwater management charge beginning on July 1, 2016. The city will not bill drainage district customers for on-site stormwater management.

Changes for Residential Customers

On all City of Portland water/sewer utility bills received after July 1, 2013, drainage district customers now see a new line item for off-site stormwater management. The new residential off-site stormwater management rate adopted by City Council starting July 1, 2013 is $6.73 per 1,000 square feet of impervious area (IA) per month for all City of Portland residential ratepayers outside of the drainage district boundaries. The rate for residential drainage district customers is $1.68 (25% of the off-site stormwater management rate) per 1,000 square feet of IA.

BES calculates IA measurements for all single-family and duplex properties using an average of 2,400 square feet. For a single-family home in the drainage district, the monthly stormwater management charge is approximately $4.03 per month. Monthly rates are based on days of service and may vary with each bill.

Changes for Commercial Customers

On all City of Portland water/sewer utility bills received after July 1, 2013, commercial customers now see a new line item for off-site stormwater management. The new commercial off-site stormwater management rate adopted by City Council starting July 1, 2013 is $7.13 per 1,000 square feet of impervious area (IA) per month for all City of Portland commercial ratepayers outside of the drainage district boundaries. The rate for drainage district commercial customers is $1.78 (25% of the off-site stormwater management rate) per 1,000 square feet of IA.

To estimate the new monthly stormwater charge, multiply your measured impervious area by $1.78 and divide by 1,000 square feet. Monthly rates are based on days of service and may vary with each bill.

Portland Harbor Superfund Charge

With the start of your stormwater management charge, you will see a slight increase in the Portland Harbor Superfund line item on your bill. The Superfund charge is not a new charge. In July 2007, the city added a Portland Harbor Superfund Program line item to the city sewer bill to show ratepayers exactly what portion of their sewer bills pay for the Portland Harbor investigation. City of Portland sewer rates have paid the city's share of this investigation since 2001.

The Superfund charge is based on both impervious area (IA) and sewer volume (measured in hundred cubic feet, or CCF). The Superfund charge is $0.15 per each thousand square feet of IA and $0.05 per each CCF of billed sewer volume. Ratepayers in the drainage district have not paid the stormwater portion of this charge because the city has not billed directly for stormwater management.
