The Stormwater Management Manual (SWMM) provides policy and design requirements for stormwater management throughout the City of Portland. The requirements in the manual apply to all development, redevelopment, and improvement projects within the City of Portland on private and public property and in the public right-of-way. Environmental Services completed revising the Stormwater Management Manual in 2013 to meet current regulatory requirements and recently adopted policies.
The City of Portland adopted the revised SWMM on January 2, 2014. As of January 2, 2014 project designers have the option of using the 2008 Stormwater Management Manual or the 2014 SWMM. Beginning on April 2, 2014, project designers must use the 2014 SWMM.
