Description

This site, once the Senn's Dairy, sat vacant for years.  It was thought to be an ideal place to develop a park for Parkrose - a neighborhood designated by the City as a target area underserved by parks. A Phase I Environmental Site Assessment was conducted in April of 2000 that found a risk of petroleum contamination.

The local neighborhood association, Multnomah County, Target Area coordinators, FamilyWorks, and the Portland Brownfield Program worked together to secure the pro bono services of Brownfield Development Inc, who removed underground storage tanks and contaminated soil.

Multnomah County transferred title to FamilyWorks, who worked with Portland Parks and Recreation, the Bureau of Environmental Services, the Bureau of Housing and Community Development, and the Parkrose neighborhood to raise funds for developing the site into Senn's Dairy Park.  FamilyWorks operated the park for three years before transferring it to Portland Parks and Recreation.
