Description
This project became part of the Portland Brownfields Program out of the due diligence taken by a prospective purchaser, Catholic Charities.  Because of previous regulatory involvement on the site related to an underground storage tank, Phase I investigation was warranted to ensure additional environmental concerns were not present.  The Phase I identified several Recognized Environmental Concerns including fill material, an incinerator, and suspect USTs.  Results of the subsequent Phase II assessment showed issues relating to methane, heavy metals, and petroleum.  These did not present an immediate threat to human health or the environment, but needed to be addressed to Oregon Department of Environmental Quality satisfaction at the time of site redevelopment.
 
Catholic Charities purchased the site in November 2006.  At the time of redevelopment, they will conduct remediation including soil removal and construction of a vapor barrier and venting system.  Redevelopment plans include a multi-unit affordable housing complex for families, with office and retail space along Powell Boulevard.
