HYDRA staffThe Data Acquisition and Management Section provides public notification for the Environmental Services combined sewer overflow (CSO) control program. The city uses data collected from a citywide system of rain gauges, flow monitors and pump stations for the operation, maintenance, repair, and design of city wastewater and stormwater collection systems, and for notification and compliance with federal and state regulations.

The section manages Portland’s HYDRA (Hydrological Data Retrieval and Alarm) system. The HYDRA system collects and stores long-term, continuous rainfall information from over 40 rain gauges strategically placed for optimal rainfall data collection of Portland’s watersheds. The system monitors sewer water levels and flows, sewage pump station wet well levels, and wastewater pH and conductivity. The system also monitors and notifies the Columbia Boulevard Wastewater Treatment Plant’s Operations Center 24 hours a day, seven days a week of any operational problems. Services provided include: 

  • Public notification for the CSO control program 

  • Monitoring of city wastewater and stormwater collection systems

  • Rainfall data collection 

  • Sewer water level and flow monitoring 

  • Sewage pump station operational and critical alarm monitoring
