Environmental Services Codes and Rules

Portland City Code 

The Portland City Council gives Environmental Services authority through city code and rules to regulate and implement programs related to bureau mission and charter responsibilities. In general, Portland City Code authorizes broad general authorities, where Administrative Rules describe decision-making criteria for specific programs or activities.

Administrative Rules are listed as Portland Planning Documents on the City Auditor website. As a public infrastructure bureau, Environmental Services operates predominantly within Title 17 of the City Code.

Title 17 Public Improvements

Chapter 17.32 (Public Sewer System and Drainage improvements)

Environmental Services also operates under Chapter 17.08 and 17.12 which regulate the use of Local Improvement Districts as a method of funding infrastructure improvement work.

Environmental Services also regulates under the land development sections of Title 17 (17.82).
