The Portland City Council gives Environmental Services authority through city code and rules to regulate and implement programs related to bureau mission and charter responsibilities. In general, Portland City Code authorizes broad general authorities, where Administrative Rules describe decision-making criteria for specific programs or activities.
Administrative Rules are listed as Portland Planning Documents on the City Auditor website. As a public infrastructure bureau, Environmental Services operates predominantly within Title 17 of the City Code.
