SE Oak Street Sewer Replacement

Over one-third of Portland’s 2,500 miles of sewer pipes are more than 80 years old. Projects to replace or repair aging sewers are important for protecting water quality, public health, and the environment.

Environmental Services is replacing sewer pipes that are in poor condition on SE Oak Street from SE 10th to SE 18th avenues and some adjacent streets (see map below).

Construction Method

Environmental Services will complete construction in spring 2014. Work crews are currently moving east on SE Oak. Construction on each block takes two to four weeks and includes installing new sewer pipe, inlets and lateral connections to the curb.

Pipe installation from SE 15th Avenue west on Oak is complete. Crews are now working on SE 15th and SE Oak moving east for a connection at SE 16th Avenue. Work in the intersection at SE 16th Avenue and Oak will close SE 16th Avenue to through traffic or local access only between SE Pine and SE Stark streets. This closure is scheduled to start Wednesday, January 15 and will last three to four weeks.

Final pipe work will take place just west of SE 18th Avenue on the path to the sports field. A manhole will be set over the old public sewer main to move flow to the new pipe and allow decommissioning of the old line. This work will close SE 18th to through traffic or local access only between SE Pine and SE Stark streets. The work should start in mid-February and take a couple of weeks to complete.

Final paving on SE Oak and replacement of the traffic circle on SE 14th will take place as weather allows.

What to Expect During Construction

  • Construction will cause noise, vibration, dust, traffic congestion, temporary parking loss, lane reductions, street closures in the construction zone, and disruption to normal neighborhood activity.

  • Work hours are 7:00 a.m. to 6:00 p.m. Monday through Friday. The contractor may schedule work during the same hours on Saturdays.

  • Pumps will run all hours during a two to three day period on SE 16th and SE 18th avenues.

  • Some streets will close to through traffic during work hours, but the contractor will maintain local access. You may experience delays getting to your home or business.

  • Please observe the “No Parking” signs in these work areas. Vehicles parked in construction zones may be towed.Equipment and material is secured on the street after work hours.

  • Construction will not interrupt sewer service and other utilities.

  • A city construction inspector is on-site during work hours. The on-site inspector may be able to help you with any immediate needs.

Noise Variance

The Portland Noise Control Office granted Environmental Services a noise variance to allow overnight by-pass pumping. The contractor will use pumps to move sewage around the work area to install new pipe and redirect flow from the old pipe.
