Sellwood-Moreland Sewer Repair Project

Sellwood-Moreland Sewer Repair Project Construction Update: May 20, 2015   

Environmental Services is repairing or replacing about 25,000 feet of public sewer pipes in the Sellwood-Moreland neighborhood that are between 80 and 100 years old and failing due to age. This project will help protect the public and the environment by reducing the possibility of costly breaks, leaks, blockages and sewage releases to homes, businesses and streets.

DEVELOPMENTS OF NOTE

  • Crews have just completed work in front of QFC on Milwaukie.
  • There will be construction further south on Milwaukie, at Lambert Street, for the next several weeks.
  • Traffic on Milwaukie will likely be slower than usual until late June due to the detour for sewer work on SE 17th Avenue.
  • Crews have completed most repairs on SE 17th between Bybee and Knapp, and will soon begin paving the street, weather permitting.
  • Repair work will then begin on SE 17th Avenue between Knapp and Rex.

CIPP WORK BEGINS
This week, crews will begin lining pipes throughout the neighborhood using cured-in-place-pipe (CIPP) repair. CIPP repair involves installing a flexible liner in the pipe. Hot water or steam circulated through the pipe hardens the liner and gives the pipe a new interior surface. Work crews access the pipe through manholes, which reduces surface excavation and disruption.

You may notice a chemical odor during pipe-lining. The odor is from styrene in the liner. Small amounts of airborne styrene produced are harmless and odor dissipates quickly. The lining process typically takes a day or less for most sections of pipe. CIPP work on SE 21st will take several days due to the length of the pipe.

WHAT WE'VE HEARD FROM YOU

Residents have asked if sewer construction will interfere with garbage and recycling collection. Garbage haulers are required to provide service even when during construction on your street. The city’s contractor notifies garbage haulers of construction schedules. If you have to move your garbage containers to the end of the street for collection, you should label them with your property address. CONSTRUCTION SCHEDULE
The anticipated construction schedule for the next three weeks is subject to change due to underground conditions, weather, subcontractor schedules and availability of materials:

Week of May 18:

  • SE 22nd Avenue (between Knight and Yukon) - open trench construction on mainline and install individual sewer branches to mainline
  • SE 17th Avenue (between Bybee and Knapp) – continue work on sewer mainline and connect sewer mainline to branches for individual properties
  • SE Lambert Street (between 15th and 16th) – conduct pipe bursting on May 19, install manholes and sewer branches for individual properties
  • SE Miller Street (between 19th and 21st) – pipe lining of mainline sewer
  • SE 21st Avenue (between Lambert and Miller) – pipe lining of mainline sewer

Week of May 25:

  • SE 17th Avenue (between Bybee and Knapp) – finish connecting sewer mainline to branches for individual properties and, if weather permits, pave street and repair concrete
  • SE 17th Avenue (between Knapp and Rex) – possibly prepare to line pipe and install branches to individual properties
  • SE Nehalem Street (between 6th and 7th) – install manholes in intersections
  • SE 22nd Avenue (between Knight and Yukon) – finish installing individual sewer branches to mainline
  • SE Lambert Street (between 15th and 16th) –open trench construction of mainline, and install sewer branches for individual properties
  • SE Lambert Street (between 16th and Milwaukie) – prepare for and conduct pipe bursting
  • SE 21st (between Lambert and Miller) – pipe lining of mainline sewer

Week of June 1:

  • SE 17th Avenue (between Knapp and Rex) – prepare to line pipe and install branches to individual properties
  • SE Nehalem Street (between 6th and 7th) – install manholes in intersections
  • SE Lambert Street (between 16th and Milwaukie) – prepare for and conduct pipe bursting, install manholes and sewer branches for individual properties
  • SE 20th Avenue (between Claybourne and Bybee) – insert liner into mainline using CIPP method
  • SE 25th Avenue (between Nehalem and Tacoma) – insert liner into mainline using CIPP method
  • SE Miller Street (between 15th and 16th) – insert liner into mainline using CIPP method
  • SE Clatsop Street (between 19th and 21st) – insert liner into mainline using CIPP method

WHAT TO EXPECT DURING CONSTRUCTION

  • Work hours are 7:00 a.m. to 6:00 p.m. Monday through Thursdays. The contractor may also work the same hours on Fridays and Saturdays.
  • A city inspector is on-site during work hours and may be able to assist you with construction concerns. Inspectors typically wear a City of Portland safety vest and hard hat.
  • As the contractor completes construction on each street, work crews apply a temporary patch. They will return later for permanent paving.
