Division Streetscape Project

Street, Stormwater and Sewer Improvements

Division Street photoWork started in May 2013 on the Division Streetscape Project, a partnership between the Portland Bureau of Transportation and Environmental Services.

The project is updating the streetscape design on SE Division Street from SE 11th Avenue to SE Cesar Chavez Boulevard.

Streetscape Improvements

  • Building curb extensions for bus landing
  • Adding new crosswalks and streetlights
  • Improving signalization
  • Installing public art

Stormwater and Sewer Improvements

  • Constructing 55 green street facilities to manage stormwater runoff
  • Planting 124 street trees
  • Replacing over 4,900 feet of sewer pipe in poor condition
  • Replacing 32 sewer manholes

Project Benefits

The Division Streetscape Project will improve a deficient transportation corridor, make the sewer system more reliable and add green infrastructure to make sewers work more efficiently and improve watershed health. In addition to those benefits, the project will:

  • Manage stormwater runoff from streets and improve watershed health
  • Replace aging sewer lines and manholes to relieve sewer backups and increase sewer system reliability
  • Increase safety, access, and visibility for pedestrians, bicyclists, and transit users
  • Improve traffic operations through the corridor and provide on-street parking
  • Help stimulate the local economy
  • Increase neighborhood attractiveness

The completed project will give the community an attractive main street with increased access to transit, improved pedestrian and bicycle facilities, and improved air and water quality.

Project Background

Neighborhood groups and the business community formed the Division Vision Group in 2001 and spent several years working to develop a vision of Division as a main street that could better serve the residential, and business communities.

Between 2003 and 2005, the City of Portland and community members used the findings of the Division Vision Group to develop the Division Green Street/Main Street Plan. The plan focuses on improving the livability of Division Street between SE 11th and SE 60th avenues over the next 20 years.

Working with a technical advisory group and a community advisory group, the city started designing the Division Streetscape Project in 2009. With input from the public and advisory groups, the city completed design in 2012.

This project is funded in part by $2.5 million in federal transportation funds and $3.3 in local transportation funds.

Tabor to the River Program

This project is part of the Tabor to the River Program, which combines innovative stormwater management techniques with sewer repairs and improvements to stop basement flooding, manage stormwater more naturally, and to restore watershed health. The program area extends from Mt.Tabor to the Willamette River between SE Hawthorne and SE Powell boulevards.
