Crystal Springs Green Streets and SE 21st Improvements Project

project mapEnvironmental Services is working with the Portland Bureau of Transportation to construct five green street planters along SE Tacoma Street between SE 19th and SE 21st avenues and improve SE 21st Avenue between Tacoma and Tenino streets.

On Tacoma Street:

  • Construct five green street planters between SE 19th and SE 21st to manage stormwater runoff
  • Install a new pedestrian crossing at SE 21st Avenue

On SE 21st:

  • Install pervious pavement between Tenino and Tacoma to reduce stormwater runoff
  • Construct new sidewalks and curbs
  • Plant native vegetation protected by a cedar split-rail fence along the east edge of Crystal Springs Creek

Green streets are vegetated planters that collect stormwater runoff from streets and allow water to soak into the ground as soil and plants filter pollutants. The five new green streets will manage stormwater runoff from about half an acre of street surface and will keep polluted stormwater from flowing into Crystal Springs Creek.

Native vegetation will shade the creek to protect water quality and provide food for salmon and other wildlife.

The project complements other Crystal Springs restoration work that benefits native fish and wildlife and improves water quality.

The new green streets, sidewalks, curbs and pedestrian crossing will replace some on-street parking.

Construction Schedule

Construction is underway and should be complete by the end of March 2016. Some of the work is weather dependent.

What to Expect During Construction

  • Typical work hours are 7:00 a.m. to 6:00 p.m. Monday through Friday. The contractor may also choose to work on Saturdays during the same hours, if needed.
  • The contractor will maintain two-way traffic on Tacoma Street, but some work will be in front of and adjacent to driveways. The contractor will work with residents to maintain access. SE 21st Avenue will close to traffic during the project. Local residents will have access to their property but should expect delays.
  • On-street parking will be restricted within work zones to create a safe work environment and accommodate equipment and materials.
  • A city construction inspector will be on-site during work hours, and may be able to assist you with construction concerns. Inspectors typically wear a green City of Portland safety vest and hard hat.
