Lower Powell Green Street and Sewer Repair Project

Construction Anticipated to Begin Summer 2015

Environmental Services will replace and repair 4,500 feet of sewer pipe that is over 100 years old and in poor condition, construct 22 green street facilities and plant 11 trees to absorb rain and reduce stormwater runoff. The project will keep about 1.6 million gallons of stormwater out of sewers annually, increase sewer system capacity and reduce the risk of basement backups. This project is part of the Tabor to the River Program, which combines green infrastructure with pipe repair to save Portland sewer ratepayers more than $60 million dollars.

Developments of Note

Due to high traffic volume during the day, Environmental Services has requested a variance from the Portland Noise Office to allow overnight construction on several streets within the project area (see map below).  Work on all other parts of the project will be during daytime construction hours.

Noise Variance and Conditions

Portland noise code allows construction from 7:00 a.m. to 6:00 p.m. Monday through Saturday. Work after 6:00 p.m. and before 7:00 a.m. and during all hours on Sundays requires a noise variance from the Portland Noise Board. The board can approve with conditions or require a community hearing for a variance. More information about the Noise Office and requirements for a noise variance are available online at

Night Work Public Meeting - April 7th, 2015

To learn about the project, what to expect during construction, and to weigh in on proposed night work, we encourage you to attend a public meeting on Tuesday, April 7th, 2015, at the Sacred Heart Villa Community Room located at 3900 SE Milwaukie Avenue.  Drop in between 6:30 p.m. and 7:30 p.m.  There will be a short presentation at 6:45 p.m.

Night Construction Methods, Locations, and Estimated Durations

The primary construction method that will be used at night is open trench excavation that includes the use of pavement saw cutters, whisper bypass pumps, generators, lights, dump trucks, front end loaders, track hoes, cranes, and pavement rollers. Below are the locations and estimated durations of open trench construction at night. 

  • SE 8th Avenue (Powell to Woodward) – open trench construction up to 26 nights
  • SE 9th Avenue (at Woodward) – open trench construction up to 10 nights
  • SE Milwaukie Avenue (at Brooklyn Street) – open trench construction up to 30 nights
  • SE Powell Boulevard (at 11th Avenue) –  open trench construction up to 6 nights
  • SE Powell (13th Place and 14th Avenue) –  open trench construction from 75 to 105 nights
  • SE Holgate (at 25th Avenue) – open trench construction up to 23 nights

Cured in place pipe (CIPP) lining will also be used in two areas and includes the use of whisper bypass pumps, generators, lights, dump trucks, front end loaders.

  • SE Milwaukie Avenue (Powell to Woodward) – prepare area and perform CIPP up to 4 nights
  • SE Powell (at 14th Avenue) – prepare area and perform CIPP up to 4 nights

Louder tasks will be completed before midnight when possible. Construction hours and duration of night construction are tentative and subject to change. More information about construction methods can be found online at
