SE Division Street Paving Underway

SE Division Street between SE 11th Avenue and Cesar Chavez Boulevard

Paving for the Division Streetscape Project began on June 14. After paving is completed, the city's contractor will apply permanent striping.

The Portland Noise Office granted Environmental Services a noise variance that allows paving work on weekdays and weekends and some night work.

The contractor is paving Division in sections starting on the west end of SE Division and moving east to Cesar Chavez. There may be short periods during grinding and paving work when driveway access from SE Division will be limited. Property owners will be notified before this work occurs. The contractor will maintain local access to properties in the work area.

One direction of travel will be maintained on SE Division during paving. The other direction will be temporarily detoured each day during working hours, and reopened at 6:00 p.m. each evening. Please obey all flaggers and follow signed detour routes when traveling on SE Division. 

Paving in Sections

The contractor is paving Division in sections:

  • Section 1: between SE 11th and 12th avenues – Completed on June 14 and June 15. 
  • Section 2: between SE 12th and Ladd avenues – Work started the week of June 16.
  • Section 3: between Ladd and 26th avenues – Work will start the week of June 23 and will occur during regular work hours, 7:00 a.m. to 6:00 p.m., Monday through Friday.  The contractor may schedule work during the same hours on Saturday. Paving will halt after this section and begin again when green streets and other street improvements are completed, approximately four to six weeks later. 

  • Section 4: between SE 26th and 34th avenues – Paving dates will be announced in advance of the work starting.  Work will occur during regular work hours, 7:00 a.m. to 6:00 p.m., Monday through Friday, but the contractor may schedule work during the same hours on Saturday.

  • Section 5: between SE 34th Avenue and Cesar Chavez Boulevard – Paving dates will be announced in advance of the work starting.  Work will occur during regular work hours, 7:00 a.m. to 6:00 p.m., Monday through Friday, but the contractor may schedule work during the same hours on Saturday.

Temporary striping will be applied and in place until all sections of paving are completed, and then permanent striping will be applied on SE Division Street between SE 11th Avenue and SE Cesar Chavez Boulevard. Permanent striping will be applied later this summer over two weeks of weekday work (Monday through Friday) during the night (6:00 p.m. to 7:00 a.m.). 

Order of paving activities

Note: Section 1, because the area is much smaller than the other sections, will require less time for each activity listed below. This means the work in Section 1 can be completed in a single weekend.

Grinding removes the old road surface. Expect two days to complete this work – one day for the north lanes and one day for the south lanes. Driveway and pedestrian crossings will be ramped at the end of each day.

Prep work prepares the area to take new paving. Expect one day for this work.

Permanent Striping lays down the new lanes. Temporary striping will be in place until all sections of paving are completed, and then permanent striping will be applied. This work will be done over 10 nights, Mondays through Fridays.  All other crosswalk and curb markings will be completed during regular work hours.
