SE Division Place and 6th Avenue Sewer Repair Project

Environmental Services – your sewer and stormwater service provider – has designed a project to replace and upsize about 270 feet of public sewer pipes on SE Division Place between SE 6th and SE 7th avenues that are between 95 and 106 years old and failing due to age. This project will increase sewer capacity and reduce the risks of street flooding and sewage releases to buildings and streets.

The work will include replacing storm drains, manholes, and service laterals that connect properties from the curb to the public sewer in the street.

Construction Schedule

Design for this sewer repair project has been completed. Construction is expected to begin May 2015 and last for about six months.

Construction Methods

Construction methods on on SE Division Place between SE 6th and SE 7th avenues and in both intersections will include jack and bore and open trench excavation (click here for more details on each method). There will be construction signs, traffic controls, on-street parking removal, and equipment storage in the construction area.

Noise Variance

Environmental Services was granted a noise variance by the Portland Noise Office to allow overnight construction. During the jack and bore operation to install the new sewer pipes on SE Division Place between SE 6th and SE 7th avenues, the contractor will use pumps and temporary surface pipes to move sewage flow around the work area. The contractor may use generators, pumps and lights during overnight construction. The generators and pumps will operate 24 hours a day.

Portland noise code allows construction from 7:00 a.m. to 6:00 p.m. Monday through Saturday. Work after 6:00 p.m. and before 7:00 a.m. and all hours on Sundays requires a noise variance from the Portland Noise Office. Because construction crews will work past 6:00 p.m., Environmental Services applied for and was granted a noise variance.
