Multi-dwelling Residential Zones

R1 – Residential 1,000
Multi-dwelling zone, medium density. Allows approximately 43 dwelling units per acre, but as high as 65 units per acre. Maximum building coverage: 60 percent of site. Minimum landscaped area: 20 percent of site. Housing characterized by one to four story buildings e.g. condominiums and apartments.

R2 – Residential 2,000
Multi-dwelling zone, low density. Allows approximately 21.8 dwelling units per acre, but as high as 32 units per acre. Maximum building coverage: 50 percent of site. Minimum landscaped area: 30 percent of site. Housing characterized by one to three story buildings.

R3 – Residential 3,000
Multi-dwelling zone, low density. Allows approximately 14.5 dwelling units per acre, but as high as 21 units per acre. Maximum building coverage: 45 percent of site. Minimum landscaped area: 35 percent of site. Housing characterized by one and two story buildings.

RH – High Density Residential
Multi-dwelling zone, high density. Generally, density ranges from 80 to 125 units per acre. Maximum building coverage: 85 percent of site. Minimum landscaped area: 15 percent of site. Housing is medium to high height.

RX – Central Residential
Multi-dwelling zone, high density. Generally, density ranges from 100 or more units per acre. Maximum building coverage: 100 percent of site. Housing height is high.

IR – Institutional Residential
Multi-use zone that allows large institutional campuses and high density residential development. Maximum building coverage: 70 percent of site. Minimum landscaped area: 20 percent of site.

Single-dwelling Residential Zones

R2.5 – Residential 2,500
Single dwelling residential. Duplexes allowed. No minimum lot size. Required outdoor area: 200 sq. ft.

R5 – Residential 5,000
Single dwelling residential. Duplexes allowed. No minimum lot size. Required outdoor area: 250 sq. ft.

R7 – Residential 7,000
Single dwelling residential. Duplexes allowed. 5,000 sq. ft. minimum lot size; minimum 50 X 70. Required outdoor area: 250 sq. ft.

R10 – Residential 10,000
Single dwelling residential. Duplexes allowed. 7,000 sq. ft. minimum lot size; minimum 60 X 80. Required outdoor area: 250 sq. ft.

R20 – Residential 20,000
Single dwelling residential. Duplexes allowed. 14,000 sq. ft. minimum lot size; minimum 70 X 100. Required outdoor area: 250 sq. ft.

RF – Residential Farm/Forest
Single dwelling residential. Duplexes not allowed. 1 acre minimum lot size; minimum 80 X 100. Required outdoor area: 250 sq. ft.

Commercial Zones

CN1 - Neighborhood Commercial 1
Intended for small sites in or near dense residential neighborhoods e.g. small-scale retail and services. Maximum FAR: 0.75to 1. Maximum building coverage: 85 percent of site. Minimum landscaped area: 15 percent of site.

CN2 – Neighborhood Commercial 2
Intended for small commercial sites in or near less dense or developing residential neighborhoods. Maximum FAR: 0.75 to 1. Maximum building coverage: 65 percent of site. Minimum landscaped area: 15 percent of site.

CO1 – Office Commercial 1
Intended for small sites in or near residential areas or between residential and commercial areas. Zone is intended to be a low intensity office zone that allows small-scale offices. Maximum FAR: 0.75 to 1. Maximum building coverage: 50 percent of site. Minimum landscaped area: 15 percent of site.

CO2 – Office Commercial 2
Low and medium intensity office zone generally located on major city traffic streets. Uses are limited to certain office and commercial uses. Maximum FAR: 2 to 1.Maximum building coverage: 65 percent of site. Minimum landscaped area: 15 percent of site.

CM – Mixed Commercial/Residential
Zone promotes development that combines commercial and housing uses on a single site on busier streets. Maximum FAR: 1 to 1. Maximum building coverage: 65 percent of site. Minimum landscaped area: none.

CS – Storefront Commercial
Zone intended to preserve and enhance older commercial areas that have storefront character. Zone intends that new development be compatible with neighborhood character. Maximum FAR: 3 to 1. Maximum building coverage: 50 percent of site. Minimum landscaped area: none.

CG – General Commercial
Zone is intended to allow auto-accommodating commercial development in areas already orientated in this manner. Zone allows full range of retail and services. Maximum FAR: 3 to 1. Maximum building coverage: 85 percent of site. Minimum landscaped area: 15 percent of site.

CX – Central Commercial
Zone is intended to provide for commercial development within Portland’s most urban and intense areas. Uses include commercial, cultural and governmental. Maximum FAR 4 to 1. Maximum building coverage: no limit. Minimum landscaped area: none.

Open Space

OS - Open Space
OS zone is intended to preserve and enhance public and private open, natural, and improved park and recreational areas identified in the comprehensive plan.

Employment and Industrial Zones

EG1 – General Employment 1
General employment zones implement the Mixed Employment map designations in the Comprehensive Plan. The emphasis of the zone is on industrial and industrially-related uses. EG1 areas generally have smaller lots and a grid block pattern. Maximum FAR: 3 to 1. Maximum building coverage: 85 percent of site. Minimum landscaped area: 15 percent of site.

EG2 – General Employment 2
General employment zones implement the Mixed Employment map designations in the Comprehensive Plan. The emphasis of the zone is on industrial and industrially-related uses. EG2 zoned areas are generally on larger areas than EG1. Maximum FAR: 3 to 1. Maximum building coverage: 85 percent of site. Minimum landscaped area: 15 percent of site.

EX – Central Employment
Zone allows mixed-uses and is intended for areas in the central city that have industrial development. Residential uses are allowed but not intended to predominate. Maximum FAR: 3 to 1. Maximum building coverage: 100 percent of site. Minimum landscaped area: none.

IG1 – General Industrial 1
General industrial zones are two of three zones that implement the industrial sanctuary map designations in the Comprehensive Plan. IG1 areas generally have smaller lots and a grid block pattern. No FAR limit. Maximum building coverage: 100 percent of site. Minimum landscaped area: none.

IG2 – General Industrial 2
General industrial zones are two of three zones that implement the industrial sanctuary map designations in the Comprehensive Plan. IG2 areas generally have larger lots and an irregular or large block pattern. No FAR limit. Maximum building coverage: 85 percent of site. Minimum landscaped area: 15 percent of site.

IH – Heavy Industrial
One of three zones that implement the industrial sanctuary map designations in the Comprehensive Plan. Zone provides areas where all kinds of industries may locate. No FAR limit. Maximum building coverage: 100 percent of site. Minimum landscaped area: none.
