The Bureau of Financial Services (BFS) develops and communicates complex financial and policy information to elected officials, bureau managers, and the public; represents the City regarding financial management to external parties; provides technical support, business process advice, and policy interpretation services to City bureaus and the Portland Development Commission (PDC); and provides a comprehensive range of complex financial services in support of City operations. BFS includes the following divisions: Accounting, Public Finance and Treasury, and Grants Management.
Budget management occurs out of the City Budget Office. Their site contains information about budget instruction and analysis, including financial forecasting.
