Training and Workforce Development

Training and Workforce Development (TWD) develops and implements citywide training programs to deliver learning and development opportunities that support the City’s goal to foster a knowledgeable and diverse workforce. Training topics include:

  • respectful workplace
  • cultural competency and equity
  • communications skills
  • management and supervisory development
  • professional development, including project management, customer service, negotiations skills, writing for business, computer and technical skills, and many other topics
  • new employee onboarding

Training and Workforce Development manages CityLearner, the citywide learning administration and tracking system, and partners with other learning institutions and entities to provide workforce development and training opportunities. We offer programs in mentorship, leadership skills and talent development as part of the City of Portland’s Employer of Choice initiative. TWD also manages internship and work study programs through various agencies, colleges and universities.
