Admin Rule 10.01 Benefits General

The City of Portland is committed to offering medical, dental, vision, basic life, and long term disability coverage that provides quality care, support and value to eligible employees and their family members.  Additional benefits such as flexible spending accounts, supplemental life insurance and employee assistance program coverage is available to ensure employees have the appropriate tools to safeguard themselves and their family.

 Healthcare

The City of Portland provides health benefit coverage for you and your family to help pay the costs of routine health care, serious illness, or injury and to help cover the cost of routine dental and vision care. Flexible Spending Accounts

The City’s flexible spending accounts are administered by BenefitHelp Solutions. These voluntary plans are designed for tax savings for qualifying health care and dependent care expenses not paid by the health plans.

Medical Expense Reimbursement Plan (MERP)
2015 Annual Maximum - $2,550

Dependent Care Assistance Plan (DCAP)
2015 Annual Maximum - $5,000

Basic Life Insurance – The City pays for basic life insurance coverage for full-time employees. Part-time employees pay a pro-rated cost of the basic life coverage.

For employees represented by: You will receive this amount:
COPPEA, BOEC, PPCOA, Local 189-H (Housing) and non-represented employees 1x your annual earnings rounded to the next higher multiple of $1000 (if not already a multiple of $1000), to a maximum of $50000.
DCTU and Recreation employees $10000
PFFA employees $50000

 

 Supplemental Life Insurance – Employee paid additional life insurance coverage.

For Supplemental Life Insurance Coverage Options
You (employee) Any multiple of $10,000 from a minimum of $20,000 to $500,000
Spouse/Domestic Partner Any multiple of $10,000 from a minimum of $20,000 to a maximum of $300,000 (not to exceed the amount of Supplemental Life Insurance for which you, the employee, are insured)
Children

Any multiple of $5,000 to a maximum of $25,000 (not to exceed the amount of Supplemental Life Insurance for which you, the employee, are insured)

Your newborn or newly adopted child will be automatically eligible for $25,000 of life insurance for the first 30 days from date of birth or adoption. To continue the coverage, you must be enrolled in employee supplemental life insurance for yourself and must elect the dependent life coverage and begin paying premium by payroll deduction

 

Long Term Disability

The City provides LTD benefits to provide employees continuing income when unable to work due to an illness or injury not permitting to perform work duties. Eligible employees receive a benefit of 40% of pre-disability earnings. Employees have the option to elect a voluntary buy-up option which provides an additional 20% of benefit; LTD buy-up option is paid by employees.

Employee Assistance Program (EAP)

Administrative Rule 10.02 Employee Assistance Program

Through Cascade Centers, the City offers EAP for confidential, short-term counseling assessment and referral services that can help you deal with all of life’s challenges and adventures. The EAP is available to employees and dependents who are eligible for the City’s medical coverage. Services include:

  • Counseling
  • Financial Education
  • Legal referrals
  • Resource Library
  • Health Tracking

Trip Reduction Incentive Program (TRIP)

Administrative Rule 10.03 TRIP Reduction Incentive Program

The TRIP program is designed to give employees incentives to choose alternatives to single occupant vehicle commuting. Participants of the TRIP program pledge to commute to work at least 80% of the time by bus, MAX, carpool, walking or biking. Program incentives include:

  • City pays $50.00 towards monthly TriMet or C-Tran pass or 600.00 for an annual pass
  • $50.00 off carpool or vanpool parking at downtown parking locations
  • $50.00 of additional (taxable) monthly income for walk commuters
  • $50.00 of additional (taxable) monthly income for bike commuters
  • Emergency ride home: a free taxi ride (if participant takes the bus, train, carpool, bikes or walks to work) in cases of emergency.
