Contractor Prequalification
The City of Portland requires prequalification for all Prime construction contractors prior to bidding on public improvement projects valued at $250,000 or greater (see City Code 5.34.510). To be considered eligible to submit a bid on projects valued at $250,000 or greater , bidders must have City of Portland prequalified bidding limits in the amount of the engineer’s estimate for a project.
City Code 5.34.410 requires Bid, Payment and Performance bonding for all construction bids with an engineers estimated value that is greater than $150,000. Contractors must have per project bonding capacity (for Bid, Performance and Payment bonds) to be eligible to submit a bid on any Formal project.
The City does not require prequalification of subcontractors, unless specifically called out in the Bid documents.
Prequalification to bid is a legal application process described in Oregon State Statute 279C. In the prequalification process, the contractor submits an application, which the City reviews to determine a contractor’s bidding limits.
