The City of Portland supports the employment of Oregon State Certified Minority, Women and Emerging Small Businesses on City projects. Recently, we have received complaints that certified firm(s) are in violation of state certification requirements. This Investigation Request Form is a way to request that the City perform an initial investigation that may lead to a Third Party Complaint being filed with the Office of Minority, Women & Emerging Small Business.

Any individual or firm who believes that an applicant certified as a MBE/WBE/DBE does not qualify under the standards of eligibility for State of Oregon certification can file a complaint with the City using this form. However, the use of this form is limited to cases that meet the following criteria: 1. City of Portland projects only (no private or other agency projects); 2. City projects that are currently underway or closed within the past 12 months. Compliants filed that fall outside of these parameters will not be reviewed by Procurement Services.
