Program Administration

City Risk Loss Prevention (LP)

  • Develop, implement, administer, and maintain the City-wide Job Analysis (JA) and Consultation Program in compliance with:
    • Division 1, Oregon Administrative Rules, Rules for the Administration of the Oregon Safe Employment Act, Rules for the Administration of Loss Prevention Activities by Insurers/Self-Insured Employers – General Requirements OAR 437-001-1005 through 437-001-1040  
    • Division 1,Oregon Administrative Rules, Self-Insured and Group Self-Insured Employer Loss Prevention Program, OAR 437-001-1050 through 437-001-1060
  • Job Analysis (JA) will be completed in conjunction with City Risk Workers’ Compensation (WC) staff and in compliance with:    

Leadership and Consultation to City Bureaus

City Risk LP

  • City Risk LP provides the administration and overall framework for the program
  • Consultation services include:  
    • Technical advice, consultation website, tools, and resources related to worksite modifications  
    • Assistance with identification and coordination of technical expertise or contracted services  
    • Ongoing Loss Prevention consultation to ensure ongoing maintenance, updates, changes, and issues are addressed

Monitor changes to the regulations, statutes, rules, requirements, and best practices

 City Risk LP

  • Establish and maintain a list of all applicable regulations, statutes, rules, policies, procedures, and any other requirements
    • Establish and maintain a check for upcoming changes to all areas
    • Participate in professional organizations, e-mail groups, networking, etc. to find out about potential changes
  • Establish and maintain an adequate communication method with bureaus for notification of changes

Provide Worksite and Work Procedure Modification Best Practices/ Recommendations

City Risk LP

  • The LP Senior Risk Specialist conducts research based on reported hazards, Bureau request, and/or the JA assessment to provide best practices and recommendations for worksite and/or work practice modifications

Implementation of Best Practices/

Recommendations

Bureau

  • Bureau Safety Representatives and Supervisor should coordinate with City Risk LP to implement recommendations and best practices to reduce future loss

Coordinate EAIP Program

City Risk WC

  • The WC Disability Analyst coordinates with each Bureau to obtain reimbursement for authorized expenditures under the State of Oregon Employer-At-Injury Program (EAIP)
