Background

The City of Portland is subject to Oregon OSHA (OR-OSHA) occupational safety and health regulations. Compliance with the required regulations is a critical component of the City’s loss prevention efforts.  The Hazard Communication (HAZCOM) standard is applies to most of the City of Portland’s work place locations. This program requires that training and copies of Safety Data Sheets (SDS) are provided.

Purpose 

To require work locations using hazardous materials to have the following: 

  • Written Hazard Communication program, including a current listing of all hazardous materials and their Safety Data Sheets (SDS) used at the work location
  • Written training program for employees that use hazardous materials and for those employees that do not use hazardous materials but work in locations where they are used 

City Risk will verify these requirements through Self-Insured Reviews.

Responsibilities 

  • City Risk: 

      • Provide training, assistance and guidance to Bureaus and work locations with hazardous materials for developing and maintaining written Hazard Communication program and required training
      • Perform audits of the written Hazard Communication program and required training through the performance of Self-Insured Reviews 
  • Bureaus & Work Locations

          • Develop and maintain written Hazard Communication programs and required training for personnel working with or in locations where hazardous materials are used or stored
          • Enforce all requirements of the written Hazard Communication program 
  • Employees:

    • Follow all requirements of the written Hazard Communication program when working with or in locations where hazardous materials are used or stored
