City garbage and recycling policy is implemented through Portland City Code and Administrative Rules.
New Administrative Rules are developed at least annually and following the adoption of changes in City Code. The public is invited to review the rules and to suggest changes prior to a public hearing. Notification of hearings are is published in the local newspaper and will also be posted on this website.
